Method: Jonathan McDowell's GCAT — launch.tsv joined to sites.tsv; 7,159 launch rows (orbital = first LaunchCode character O, including failed and pad-abort records) plus a 65-row site-code/bloc aggregate. "Launch site" is GCAT Launch_Site, not the individual pad; air- and sea-launches use GCAT's launch-origin convention. Site activity is judged at the physical-site level from open GCAT site phases and recent launches, as of 2026-08-30 — renamed facilities (Baykonur, Plesetsk, Vandenberg) appear under several historical codes, so an inactive code can sit at a still-active site. Operating bloc is inferred from the site's responsible polity and normalized; multinational sites are labeled explicitly. Dates are UTC; latest launch included 2026 Aug 27.
